What to do with the money.
I believe that the intention of the law is reduce the compensation
received by all collateral sources, such as the specifically mentioned
life insurance and pension benefits. Charitable donations weren't
mentioned because when the law was drafted, no one foresaw these unusual
circumstances. They never thought it would be an issue.
However, as one who contributed to several 9/11 related charities, I
would rather see the charities direct their money towards those who are
not eligible for help (ex. those who lost their jobs or homes) than to
subsidize the government awards. As Americans, let's try to do what we
can to help as many of the victims as possible. Many victims have lost
loved ones, but others have lost or damaged their homes, jobs, and/or
mental health. They, too, need our help.
