Dear Sir or Madam:
Our government's efforts to provide money to make the survivors of 9/11
victims fiscally whole was admirable. The generosity of the public
contributions was surely far in excess of anyone's conception.
Failure of local and state authorities to devise an organized,
equitable means of disbursing donations is lamentable. NO GOV'T FUNDS
should be released until the private contributions have been unified and
qualified survivors made fiscally whole with private funds, insurance
policies, public servants' killed in action benefits, etc..
Fiscally whole is neither enrichment nor double dipping. Government
funding should be used only if contributions do not meet the established
needs of the survivors. The remainder should be used to defray
reconstruction costs, which always exceed initial estimates.
