Dear Attorney General Ashcroft,
Regarding your request for comments on the implementation of the victim
compensation fund, I respectfully recommend that in determining Claimant
Eligibility (Topic #5) that you consider as "eligible victims" the
unborn children who perished along with their mothers as a result of the
September 11 terrorist attacks. Many husbands who lost wives also lost
their unborn children. That significant loss of two lives must be
recognized in the regulations implementing the Victim Compensation Fund.
