Distribution of Victims Fund Monies; An Opinion

The November 6, 2001, edition of NY Times Online noted that you were seeking feedback regarding the distribution of monies from the Victims Fund. This is my input.

I understand, but do not agree with, the strong policy reasons for the making awards without regard to what the family has accepted in charity. I believe the spirit of the law allows for such consideration. This seems to be a point of common sense. As I understand, the purpose of the Victims Fund is to meet the needs of the families. If certain aspects of their needs have been met, e.g., funeral expenses, there should not be double-payment. If other needs exist, have not been met by other sources, and meet any other qualifying points for award; those needs should then be addressed.
