Victim Compensation Fund

Dear Mr. Zwick,

In response to your request for comment concerning the September 11th Victims Compensation Fund established by Congress to provide assistance to those directly affected by the tragic events of September 11, I wanted to write to tell you about my partner, who I lost in this tragedy, and how this has affected my life. My partner perished in the Pentagon crash, we had been together for nearly fourteen years. We fully expected to live together for the rest of our lives. I did not expect that he would be taken from me so soon. Like so many other families who have written, my grief is deep and the uncertainty that lies ahead only adds to our desperate situations.

In addition to emotional interdependence we shared all of our finances. We owned our home together, shared bank accounts, and I was covered under his company health insurance. I must now face surviving without the income from the primary income producer in our household. I am asking you to base you eligibility requirements for compensation on broadly defined criteria demonstrating the financial dependence I have described to you. This will ensure that equitable compensation is provided to all the families of the victims.
