Thank you for inviting public comment on the above-cited Public Law and its provitions. I wish to specifically comment on the Victims' Fund.
There has been great public discussion and no small debate over who exactly constitutes a victim for purposes of eligibility for a portion of
this Fund. I wish to express my earnest belief that a victim should herein be defined as any person with an accountable relationship to any of
those who perished in the national tragedies at the Pentagon and the World Trade Center.
I particularly wish to fully endorse the provisions contained in the Congressional letter of 16 November authored by Mr. Frank and signed by 44
Members of Congress, including Mr. Nadler, whose district includes the site of the World Trade Center.
I wish to note that Governor Pataki has already signed a compensatory program which reflects the broad and inclusive interpretation we are
asking the federal government to apply to the victims of this tragedy. I hope and pray that my nation's government is as compassionate as that of the city and state of New York.
