information on fund distribution

Could you please tell me if it's true that partners of victims of the 9/11 terrorism will not get equal benefits from the fund if the partnership was homosexual? I just heard this from a source I usually consider very good, but this is hard to believe. Allegedly the justification was that if state law discriminates against gays, the the fund should follow suit. This makes no sense - the fund is not administrated by, funded by, or in any way connected to state government, and should be free to be handled BETTER than the states manage. Certainly those who died are just as dead, whether gay or straight, and their partners and loved ones are just as devestated!
I hope you can reassure me that this is just another vile rumor and as wrong as most of them.
