Dear Mr. Zwick,
I do not understand two things:
a. How the government can accept blame for an act of outside
terrorism by giving money to survivors above the usual compensations
provided by programs already in place.
b. How the government feels it is necessary to uphold a
standard of living over an extended period of time when it is entirely
possible that it may not have continued if there had been no incident on
September 11, 2001.
I understand that my comments are moot at this time. I wished to
state them because I was not aware that there was opportunity in a forum
earlier.
