comment about the unfairness of the fund

Dear Special Master:

I think the way this fund is going to be distributed is unfair. I feel that the government should let the victims know the amount of the award before being made to sign anything. If a person settles out of court they know the amount of the settlement before they have to sign anything.
All people who have life insurance have to pay monthly premiums as did my husband. Because they were cautious about their future and paid money out of their own pocket, not the governments, they are being penalized. Also everyone who has a job on the books has to pay social security, it is not just given to them, so this should not be deducted either. If the government fells that accepting workers compensation is "double dipping" I do not think the money already received should have to be given back.
I also strongly believe that there should no be a cutoff age for a child when it comes to pain and suffering. A thirty year old living on their own does not have less pain than a child under the age of eighteen, if anything they have more pain because they got to spend more time with the lost one. There should not be a clause that only a dependent has pain and suffering.
