Comment on Victim Compensation Fund

Dear Mr. Zwick,

Though the Department of Justice has established the Victim Compensation Fund for the victims of Sept. 11, it seems as though many of the survivors have been forgotten. The injuries sustained by many of us were not harms to our physical body but to our minds, to our emotions, and to our souls. Many of us realized after we were fortunate to return to our homes that we have been permanently disabled by this attack.

The 24 hour physician window discriminates against those of us who were able to run for our lives during this catastrophe. There are still many victims that are just now coming to terms with the psychological implications of this experience. It should be considered that the hospitals were overrun following the attack and you must realize that for many of us the life altering injuries were not apparent within the first 24 hours. Please consider this when re-evaluating your criteria for compensating the victims.. ALL OF US!!
