Calculation of Economic Loss Question

My daughter died in the WTC bombing and I question the fairness in using the victims 1998-2000 earnings in the "Calculation of Economic Loss". In our situation my daughter graduated from college in May of 2000 and only started working full time in August of 2000. She had a non-paying internship in 1998, a summer internship in 1999 and starting working full time in August of 2000. Averaging the three years results in compensation of about $10,000 per year. By comparison, her annual salary and bonus at the time of her death was about $80,000 or about eight times the amount derived by averaging her salary for 1998-2000. I feel quite strongly that in these situations where the victim only recently joined the workforce on a full time basis only the current salary should be considered in calculating the economic loss.
