Mr. Feinberg:
I applaud your even-handed attempt to fashion an equitable means
of compensating the WTC victims. You are dealing with money the
taxpayers, through their elected representatives, have voluntarily
allocated to the victims to bring financial relief to those most in
need.
It is, therefore, irrelevant how much more a slip-and-fall
victim could get from a tortfeasor, whose liability is based on fault,
or what the pain and suffering of a widow is worth. That sort of
thinking is specious
