Dear Director Zwick,
As a brother of a victim who was murdered in the World Trade Center, lets
talk about what the special nature of this ?fund? should be. The fund should
be set up because people like my brother were going about their business in
the WTC and were murdered largely because the US government were
unconcerned, uncommitted and about three months too late in protecting them.
Furthermore, the fund is being set up because the US government didn?t act
when the same terrorists attacked the same WTC tower in 1993 (didn?t the
severity of this attack give you any hints, massive bomb, luckily few
deaths). What about when American embassies were attacked in Africa, and
American military interests were attacked (i.e. the Cole) in Yemen?
If my brother, had died under different circumstances, he would have
received his life insurance and other regular benefits, and that would be
the end of it. But he didn?t die that way. He died a ?wrongful death? and
government organizations (i.e. like the FAA) and companies the government
wants to protect (i.e. the airlines) are culpable.
So to summarize, the reason that the federal fund has been set up, is to
compensate our family for this ?wrongful death?. The fund is there so that
families like my own do not sue the various agencies, governments, companies
and individuals responsible for their deaths.
So why is the government offsetting benefits like life insurance (i.e. the
collateral compensation) from the victims compensation payout? After all my
family would have received this life insurance had my brother died a ?normal
death?. Don?t let people like my brother - who paid life insurance premiums
and who died because of significant negligence - bail you out. Instead
determine an amount that we deserve for the ?wrongful death? of a 34-year
old of significant worth, and don?t offset this by anything.
