Dear Mr. Feinberg:

As a widow due to the 9/11 attack, I find the regulations of the Victims' Compensation Fund totally inadequate in attempting to meet the family needs, make just compensation and live up to some form of moral responsibility.

The non- economic award of $250,000 and $50,000 for each dependent is an insult when one considers the economic bailout given to the airline industry.

I truly believe my husband's death falls under the category of "wrongful death". After all, he and all the other victims, were killed to an action that should have been avoided had the airlines acted competently and implemented security measures already in place.

And now, that same industry is being bailed out by the government while the victim's are scratching for compensation while undergoing deep grief. You're rewarding incompetence while at the same time penalizing the innocent victims.

Mr. Feinberg, please allow yourself to not think of us in terms of numbers, but as people - wives, husbands, parents and many children whose lives will never be the same. We have all suffered an unimaginable loss-the loss of a loved one due to a unprecedented terrorist attack. The loss of a loved one who's only mistake was going to work on time or early. A loved one who was working to support his/her family, and pay his/her taxes to the government. The same government that is now turning its back on the families.

I sincerely urge you to modify the victim's compensation plan by excluding deduction of "collateral sources" and/or raising the monetary value of pain and loss. Sincerely,
