allocated money to victims

We were extremely upset when we heard about this "quiet" act to compensate the victims of the World Trade Center. This is unprecedented and in consideration of the amount of money that many of Americans sent to different organizations to help, we are wondering why the government would take more money out of our pockets - without our permission - to do this? We have heard the amount of money many are being given.

On a personal note, my husband was without a job for a year because of cancer. We had bills we incurred through this, not to mention the money we lost due to his not working, which caused great hardship on us. We gave to those in NYC even though we didn't have a lot, but now the government is stepping in and doing even more. This is not a wise move in our opinion and we feel it is wrong.
