This Victim compensation bill is in violation of the US Constitution.
Article 1 Section 8 states that "The Congress shall have the Power to lay and
collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for
the common Defense and general Welfare of the United States;..." Giving this
money does not pay a debt, since the people receiving the money have not
provide the US Government with a product or service, nor is it for the
general welfare of the United States. Per the Webster Dictionary, general
means "all," and since we all don't have access to the funds, the funds are
not for the general welfare. It's really sad that we have a Congress that
spends money based on emotion, vise what the US Constitution says.
