Allocating the compensation fund

In determining the size of individual compensation, calculate both the available federal dollars and the offsetting private funds from insurance, etc. Using this amount for the total funds available, adjust your algorithms for the loss by each victim. This algorithm must include some form of minimum payment, regardless of insurance, in the calculation. Then, using these factors, determine what each beneficiary gets at various levels of enrollment.
