Kenya: ICITAP Strengthens Counterterrorism Capacity with Training for Leader of All-Women SWAT Unit
On October 3, ICITAP completed a one-week, US-based training program for the leadership of the Kenya National Police All-Female SWAT Unit. Within the framework of ICITAP’s Engaging Multinational Police Women on Equality and Rights (EMPoWER), the one-week visit to Washington, D.C. and North Carolina provided advanced technical and career development training, promoted networking opportunities, and bolstered the advancement of women in law enforcement while promoting U.S. counterterrorism efforts abroad. Developing training, providing mentorship, and offering current trends in new technology are key elements for building the capacity for women and men engaged in combatting terrorism globally. The study tour format included experiential learning through on-site field observations, coupled with structured and casual interactive discussions with senior subject matter experts and practitioners. The visit included executive-level meetings with the State Department’s Bureau of Counterterrorism and the Bureau of Diplomatic Security’s Antiterrorism Assistance (ATA) Program, the Federal Bureau of Investigation, the Women in Federal Law Enforcement (WIFLE) executive team, the National Sheriffs Association, the National Technical Officers Association, the National Organization of Black Law Enforcement Executives (NOBLE), the Baltimore County Police Department, the Baltimore County Forensics Lab, the North Carolina Justice Academy, the Fayetteville Police Department (FPD), and Fort Bragg’s Special Reaction Team.
