From October 28 to December 3, a total of 49 ICITAP staff and personnel participated in the 2024 Counterterrorism Assistance Planning Event (CAPE), hosted by the U.S. Department of State’s Bureau of Counterterrorism (CT). The multi-session country/regional/thematic event is a critical part of CT’s whole-of-government planning effort to determine how best to target CT’s foreign assistance to keep America safe from international terrorist threats. The event brought together hundreds of U.S. Government officials and contractors across the U.S. Departments of State, Justice, Homeland Security, the Treasury, and others – as well as from over 30 U.S. embassies overseas. The 18 sessions included Bangladesh; Coastal West Africa; Countering Iran and its Proxies; East Asia and the Pacific; Iraq; Kenya; Maldives, North Africa, Pakistan, Repatriations, Sahel, Somalia, Tajikistan, Uzbekistan, Western Balkans, Western Hemisphere, Women, Peace, and Security, and Yemen were convened at the working-level to identify civilian counterterrorism capacity-building programs that require increased focus in the coming year. In addition to ICITAP’s active participation over the course of CAPE 2024, 16 members of ICITAP’s team delivered presentations during the 18 sessions.
