The Office for Access to Justice (ATJ) and White House Legal Aid Interagency Roundtable (LAIR) are hosting a webinar on Federal Funding for Legal Aid – Part II, a follow-up to LAIR’s April 25, 2024 webinar.

Speakers will address outstanding questions from the previous webinar and additional topics relating to accessing federal resources for legal aid, including:

  • How does a legal aid program access block or formula grants that are not specifically designed for legal services?

  • Where do I learn more about NICRA (Negotiated Indirect Cost Rate Agreement) and the recent de minimis indirect cost rate change under the Uniform Guidance?

  • What is the potential expanded funding opportunity under the new Title IV-E rule for legal services for parents, children, caregivers, and Indian custodians with children involved in foster care proceedings?

  • What federal funding programs are available for public defense?

The webinar will feature speakers from the Department of Justice (DOJ) and the Department of Health and Human Services (HHS):

  • Allie Yang-Green, DOJ ATJ, LAIR Executive Director

  • Nikhil Ramnaney, DOJ ATJ, Senior Counsel

  • Christine Lamble, HHS Children’s Bureau, Child Welfare Program Specialist

The webinar will also feature:

Allison Green is the Legal Director at the National Association of Counsel for Children, where she manages the organization’s policy advocacy, oversees amicus work, and provides training and technical assistance to child welfare practitioners nationwide. Allison previously served as a Foster America Fellow at Missouri’s Children’s Division and as Senior Supervising Attorney at the Children’s Law Center of Washington, D.C. She is a certified Child Welfare Law Specialist and is licensed to practice law in Washington, D.C.

Karen A. Lash is a Senior Fellow at the Georgetown Justice Lab. Karen’s consulting practice helps organizations and foundations working to close the justice gap. In 2021, she helped reestablish DOJ Office for Access to Justice, an office she had served in as a President Obama political appointee in leadership positions and as the founding Executive Director of LAIR. In between the two tours with DOJ, Karen was Practitioner-in-Residence and Director of the Justice in Government Project at the American University School of Public Affairs where she applied the lessons from LAIR to state and local governments and their justice partners to tap federal funds and integrate civil legal help in government programs to improve outcomes, effectiveness, and fairness.

Silvia Argueta is the Executive Director at the Legal Aid Foundation of Los Angeles (LAFLA), the frontline law firm for low-income individuals in Los Angeles County. LAFLA is committed to promoting access to justice, strengthening communities, fighting discrimination, and effecting systemic change through representation, advocacy, and community education. Silvia leads a 200+ staff non-profit law firm with five offices, four self-help centers, three courthouse domestic violence clinics, and six Medical-Legal Partnerships. She oversees an annual budget of over $40 million and all aspects of strategy, legal advocacy, finance, fund development, and technology.


Participants are encouraged to view the April 25 webinar and bring questions for a dedicated Q&A period, which was built into this webinar based on attendee feedback. Participants might also preview additional resources on ATJ’s website, including LAIR’s federal funding resource and ATJ’s Public Defense Resource Hub.
