Industries and Commodities

The Telecommunications and Broadband Section (TEL) is responsible for civil antitrust enforcement, competition advocacy, and competition policy in the areas of:

  • The Internet, including the services, infrastructure, and hardware that comprise the Internet.
  • Video programming distribution, including the sale of video and movie content through cable, satellite, telecom, and online video distributors.
  • Mobile wireless voice and data services, including the infrastructure and equipment needed to offer wireless services.
  • Satellite communications services, including international and domestic fixed and mobile satellite services.
  • Voice telephony.
  • Business telecommunications services.

Federal and State Contacts

Telecommunications matters: TEL works closely with the Federal Communications Commission (FCC), coordinating merger reviews and filing comments in appropriate FCC proceedings. While the FCC reviews mergers under its own “public interest” standard, that standard includes looking at competition issues. Pursuant to appropriate waivers, TEL often coordinates its investigations with the FCC and State Attorneys General.

FCC appeals: TEL works with the Appellate Section and the FCC in relation to appellate briefs where FCC orders are challenged.


TEL interacts with foreign competition authorities and telecom regulators in relation to investigations with an international component and to share knowledge about the telecom sector in general.

TEL works with the U.S. Trade Representative on a variety of trade matters where competition issues in telecommunication markets arise, including negotiation of multilateral and bilateral trade agreements, World Trade Organization dispute proceedings, and required annual reports.
