Burkina Faso: ICITAP Launches First Digital Evidence and Fingerprint Training and Equipment Handover to Strengthen Counterterrorism Capabilities

From March 9–18, ICITAP delivered specialized training and equipment handovers to Burkina Faso’s Direction de la Police Technique et Scientifique, marking the first ICITAP-led forensics engagement in the country and a significant step in strengthening national capacity to investigate terrorist incidents. Focused on Digital Evidence and Latent Fingerprint Examination, the training enhanced the ability of the Digital Forensics Unit to conduct both laboratory and field-based extractions from mobile and digital devices, enabling rapid evidence collection from time-sensitive crime scenes, border interdictions, and judicial operations. These capabilities are essential for securing critical data from terrorism suspects, overcoming evidentiary challenges, and supporting investigations into improvised explosive device attacks carried out by extremist groups. Complementing this effort, the Latent Fingerprint Examination course strengthened technical proficiency in processing porous and non-porous materials, as well as in classification and identification of fingerprint minutiae through practical exercises and operational testing. As part of a broader, sustained program that includes training in forensic photography, evidence integrity, and case management, these efforts are building a professionalized and resilient forensic infrastructure capable of producing reliable, court-admissible evidence. The initiative culminated in an official equipment handover and laboratory tour attended by senior national and international stakeholders, reinforcing institutional commitment and operational readiness. By advancing Burkina Faso’s ability to collect, analyze, and act on forensic evidence, ICITAP is directly contributing to disrupting terrorist networks and preventing future attacks before they can threaten U.S. citizens, personnel, and interests abroad. These efforts enhance regional stability, reduce safe havens for extremist activity, and strengthen trusted partnerships that extend U.S. security beyond its borders through capable allied forces, with funding from the U.S. Department of State’s Bureau of Counterterrorism (CT).
