Jordan: ICITAP Trains Public Security Directorate Officers at Guardian Centers, Georgia, to Detect and Disrupt Terrorist Threats
From February 2–6, ICITAP, in partnership with the Guardian Centers of Georgia, delivered an Advanced Surveillance and Countersurveillance Training to 15 officers from Jordan’s Public Security Directorate/Special Branch, combining classroom instruction with intensive, scenario-driven field exercises designed to strengthen operational tradecraft and mission readiness. The course progressed from foundational surveillance concepts to applied exercises in static, foot, vehicular, and mixed surveillance, culminating in a capstone in which teams developed operational plans from new intelligence, assigned roles and communications, anticipated countersurveillance, and executed coordinated coverage across multiple locations and targets. ICITAP instructors observed rapid skill development and proactive engagement, with teams demonstrating disciplined role assignment, effective communications including live location sharing, improved standoff distance and pattern avoidance, better use of cover, and confident decision-making under pressure despite limited scenario information and unfamiliar terrain. By building practical, field-tested surveillance capabilities, ICITAP enhanced Jordanian law enforcement’s ability to identify, monitor, and interdict potential terrorist networks, expanding the pool of mission-ready officers, increasing operational bandwidth, and reducing reliance on a small cadre of experienced personnel. Notably, debriefs highlighted that female officers repeatedly assumed leadership roles under pressure and performed with heightened competence, signaling a tangible readiness gain and improved operational resilience. These outcomes directly advance U.S. counterterrorism objectives by strengthening partner capacity to detect and disrupt threats before they reach U.S. interests, contributing to regional stability and reinforcing the operational effectiveness of allied security services. This training underscores ICITAP’s role in equipping partner nations with sustainable, high-impact capabilities that protect U.S. national security and regional allies while fostering inclusive leadership within critical units. In Jordan, ICITAP carries out this mission with the support of the U.S. Department of State Bureau of Counterterrorism (CT).
