Montenegro: ICITAP Cooperates with OSCE Mission in Montenegro for Delivery of Targeted Law Enforcement Assistance
On February 19, the ICITAP-Montenegro Mission Advisor and the INL Senior Justice Advisor met with senior representatives of the Organization for Security and Co-operation in Europe (OSCE) Mission to Montenegro, including the Deputy Head of Mission and leadership from the Security Cooperation and Governance Program, to review the OSCE’s 2026 Law Enforcement Assistance Report and Action Plan and align it with ICITAP’s operational priorities. The engagement underscored ICITAP’s central role in coordinating U.S.-funded law enforcement assistance to ensure complementary programming, eliminate duplication, and maximize operational impact against transnational organized crime. Discussions focused on co-funding and collaboration for upcoming initiatives, including a Countering High-Level Corruption and Organized Crime Workshop and specialized training on narcotics and cryptocurrency investigations – critical capability areas as criminal networks increasingly exploit digital finance and cross-border routes to expand their reach into Europe and beyond. Building on the success of prior joint efforts—such as the 2025 International Drug Conference addressing trans-Atlantic drug trafficking trends and the Annual Regional Forensic Conference advancing facial recognition, fingerprint, DNA, and vehicle forensic technologies – ICITAP continues to strengthen regional interoperability and intelligence-sharing among vetted law enforcement units. These initiatives directly advance U.S. national security by disrupting the logistical, financial, and operational nodes of transnational criminal organizations whose activities fuel instability, corruption, narcotics flows, and illicit financial movements that ultimately threaten American communities and U.S. interests abroad. By synchronizing assistance, elevating investigative standards, and reinforcing specialized police capabilities in Montenegro and the broader Balkans, ICITAP enhances partner capacity to detect, investigate, and dismantle criminal networks before their activities impact the United States, with support from the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL).
