My specific question is whether or not there is any legal obligation to accept a deaf patient as a new consult referral in a non emergency situation. I recently had occasion to have a deaf patient referred to me and because of a personality conflict elected not to see this patient. I was informed that I was in violation of this act and I am not sure that I understand the implication of this act and I would appreciate a determination from you for future reference.
