Dear Attorney General Reno,

	My name is Phyllis Congemi.  My organization,
Whole Access works with park agency officials
to help make parks and trails accessible to all people.
	A major concern we have is that park agencies
and cities and counties continue to receive federal
funding - with little to no fear of loss of those
funds, - inspite of the fact that they routinely (for 20 yrs.)
ignore the requirements of Sect. 504 of the Rehab. Act.
	In short, there is little to no enforcement of
the federal funding link to the Nat. Rehab. Act.
	What can you do to see that the federal
gov't enforces it's own laws in its own house?
