Dear Sir:
                                                         NOV 16 1993
	I am hard of hearing.
      I asked AT&T if they had a touch-tone
Phone that I could buy that rings as loud as
the dial phone that I now own.
	AT&T said they would lease me a
touch-tone phone that rings as loud but
they would not sell it.
	I think I have a complaint.  
      To whom do I complain?
