Acting Director

Sean J. S. Tolbert

Sean J. S. Tolbert serves as the Acting Director of INTERPOL Washington, overseeing all operational and administrative activities globally for the U.S. National Central Bureau. He previously served as the Acting Deputy Director and the Executive Officer for Operations.

Prior to joining INTERPOL Washington, Mr. Tolbert served as an Assistant Director with the Counter Network Division (CND) of U.S. Customs and Border Protection’s (CBP) National Targeting Center (NTC), in Sterling, Virginia. In this role, he led policy and planning, foreign and domestic partnerships, the exploitation of publicly available information, all support functions, and special projects for the division. Mr. Tolbert joined CBP in 2017 and served as both a National Targeting and Security Specialist and a Supervisory Intelligence Research Specialist. In those roles, he led numerous agency-level and whole-of-government boards, working groups, and initiatives focused on applications of criminal intelligence.

Mr. Tolbert served 21 years in the U.S. Army, with time in the National Guard, Regular Army, and Army Reserves. He started his military career as an enlisted infantryman and deployed to Iraq in 2004. He spent the second half of his career as a military intelligence officer and deployed to Afghanistan in late 2009. Mr. Tolbert’s military service includes time as the Intelligence Officer (S2) for the 503rd Military Police Battalion, the Intelligence Officer (S2) for the 16th Military Police Brigade, as a Special Advisor for Intelligence to the 10th Military Police Battalion – Criminal Investigation Division (CID), as the Officer in Charge (OIC) of reserve intelligence analysts at the Defense Intelligence Agency’s (DIA) Defense Combatting Terrorism Center, and finally as the Joint Director of Operations (J3) for all reservists supporting DIA’s Directorate of Analysis. Throughout his career, Mr. Tolbert served in numerous roles providing support to units within the Joint Special Operations Command and U.S. Army Special Operations Command.

Mr. Tolbert has a Doctorate in Business & Leadership from Regent University, a Master of the Arts in Strategic Intelligence from American Military University, a Bachelor’s Degree in Criminal Justice from Appalachian State University, and a Certificate in Project Management from Syracuse University.
