With regard to any motor vehicle theft involving an interstate aspect when the perpetrator is less than 21 years of age, the provisions of 18 U.S.C. § 5001 are available to assist the local authorities located where the theft occurred in obtaining the return of the perpetrator by the United States Marshals Service at Federal expense to that jurisdiction in order to face criminal process brought by that jurisdiction. The Federal Bureau of Investigation should advise the United States Marshals Service of possible 18 U.S.C. § 5001 situations in order that proper arrangements can be made. The filing of a Federal complaint in order to acquire jurisdiction for the use of 18 U.S.C. § 5001 is an appropriate and necessary Federal prosecutive action. After the perpetrator is removed to the requesting local jurisdiction pursuant to the requirements of 18 U.S.C. § 5001, any outstanding Federal process should be dismissed.
