This position is located in the Human Capital Directorate, Employment Counsel Section of the Executive Office (EXO) within the Antitrust Division (ATR). EXO is a very dynamic and fast paced office, delivering the professional management services that power ATR's people and mission. Within EXO, the Employment Counsel Section provides legal advice to and trains Division senior officials and supervisors on federal labor and employment law matters.

As an Attorney-Adviser (Employment Counsel) responsibilities will include:
Providing legal advice to Division senior officials and supervisors on federal labor and employment law matters, including performance, disciplinary and adverse actions, equal employment opportunity, human resources, diversity, equity, inclusion, and accessibility, and labor relations, as well as other programmatic, operational, administrative, and general legal issues.
Creating, developing, and presenting trainings to supervisors on federal labor and employment law matters.
Investigating facts relative to federal labor and employment law and general legal issues. Such research or investigation may involve outlining facts or legal issues, analyzing factual or legal concerns, explaining the application of legal principles and precedents, and justifying recommendations or conclusions.
Drafting policies for approval by Division senior officials in concert with the Executive Office for issuance as directives, policies, or Division guidance for implementation by Division senior officials and supervisors.
Working externally at the Department level to propose policy guidance applicable to Division operations.
Serving as first or second chair, depending on complexity, on cases involving federal labor and/or employment law matters, including but not limited to EEO complaints, individual right of action appeals, appeals of removals, demotions, or suspensions, and disability compensation, before administrative tribunals or arbitrators.
Working closely with employment counsel within the Department and throughout the federal government.

- Be a citizen of the United States;
- Possess a J.D. or equivalent degree, be an active member of the bar in good standing (any U.S. jurisdiction), and have at least one and a half years of post J.D. legal experience to qualify for the GS-13 level, two and a half years of post J.D. legal experience to qualify for the GS-14 level, and four years of post J.D. legal experience to qualify at the GS-15 level;
- Experience with at least two of the following areas: Federal Employment Law, Federal Labor Law, and Equal Employment Law.
Preferred Qualifications: Equal Employment Opportunity Commission and Merit Systems Protection Board litigation experience.
