About the Office

The Office of Justice Programs (OJP), U.S. Department of Justice (DOJ), is a federal agency that provides federal leadership, grants, training, technical assistance and other resources to improve the nation’s capacity to prevent and reduce crime, assist victims and enhance the rule of law by strengthening the criminal and juvenile justice systems.  OJP's offices support state and local crime-fighting efforts, fund thousands of victim service programs, help communities manage sex offenders, address the needs of youth in the system and children in danger, and provide vital research and data.

The Office for Victims of Crime (OVC), is one of six program offices within OJP.  OVC is committed to enhancing the Nation’s capacity to assist crime victims and to provide leadership in changing attitudes, policies, and practices to promote justice and healing for all victims of crime.  Established in 1988 through an amendment to the Victims of Crime Act (VOCA) of 1984, OVC is charged by Congress with administering the Crime Victims Fund (the Fund).  Through OVC, the Fund supports a broad array of programs and services that focus on helping victims in the immediate aftermath of crime and continuing to support them as they rebuild their lives. Millions of dollars are invested annually in victim compensation and assistance formula funding in every U.S. state and territory, as well as for training, technical assistance, and other capacity-building programs designed to enhance service providers’ ability to support victims of crime in communities across the Nation.

This internship would be assigned to support the development and implementation of the first-ever U.S. National Plan to End Gender-Based Violence.

Job Description

Interns will conduct law and policy research; prepare memoranda; assist with drafting citations and drafting/editing specific sections of reports or other documents published by OVC or other federal entities, including other components of DOJ or interagency working groups; attend webinars and in-person events on subject matter related to their internship; and assist with notetaking or logistical support of any events hosted by OVC or other federal entities, on an as-needed basis. Interns will receive short, medium, and long term assignments, to allow them to fill and manage their time appropriately and in light of the changing nature of deadlines. Every effort will be made to ensure that interns complete their internship with a good writing sample, if that is something they desire. Additionally, interns will have the opportunity to learn from, and network with, governmental and non-governmental individuals and organizations working in the women's rights/victims' rights field. Our goal is to introduce interns to federal spaces involved in policymaking, to help hone interns' legal and policy knowledge and writing skills, to help them with professional development and networking.

Qualifications

First-year (second semester), second- and third-year law students, as well as joint degree students and LL.M students, are encouraged to apply.  This is an excellent opportunity for students who are passionate about gender and racial justice and are hard-working, flexible, professional, thorough, detail-oriented, reliable, patient, and be able to work well in a small team setting.  Must be a U.S. citizen.  Hours and requirements for the internship are flexible, a  minimum of 20 hours per week for a minimum of 6 weeks is preferred.

It is the policy of the Department to achieve a drug-free workplace and persons selected for employment will be required to pass a drug test which screens for illegal drug use prior to final appointment.  Employment is also contingent upon the completion and satisfactory adjudication of a background investigation. Congress generally prohibits agencies from employing non-citizens within the United States, except for a few narrow exceptions as set forth in the annual Appropriations Act (see, https://www.usajobs.gov/Help/working-in-government/non-citizens/). Pursuant to DOJ component policies, only U.S. citizens are eligible for employment with the Executive Office for Immigration Review, U.S. Trustee’s Offices, and the Federal Bureau of Investigation. Unless otherwise indicated in a particular job advertisement, qualifying non-U.S. citizens meeting immigration and appropriations law criteria may apply for employment with other DOJ organizations. However, please be advised that the appointment of non-U.S. citizens is extremely rare; such appointments would be possible only if necessary to accomplish the Department's mission and would be subject to strict security requirements. Applicants who hold dual citizenship in the U.S. and another country will be considered on a case-by-case basis. All DOJ employees are subject to a residency requirement. Candidates must have lived in the United States for at least three of the past five years. The three-year period is cumulative, not necessarily consecutive. Federal or military employees, or dependents of federal or military employees serving overseas, are excepted from this requirement. This is a Department security requirement which is waived only for extreme circumstances and handled on a case-by-case basis.

There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Justice considers veterans' preference eligibility as a positive factor in attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., the DD 214, Certificate of Release or Discharge from Active Duty and other supporting documentation) to their submissions. Although the "point" system is not used, per se, applicants eligible to claim 10-point preference must submit Standard Form (SF) 15, Application for 10-Point Veteran Preference, and submit the supporting documentation required for the specific type of preference claimed (visit the OPM website, www.opm.gov/forms/pdf_fill/SF15.pdf for a copy of SF 15, which lists the types of 10-point preferences and the required supporting document(s). Applicants should note that SF 15 requires supporting documentation associated with service- connected disabilities or receipt of nonservice-connected disability pensions to be dated 1991 or later except in the case of service members submitting official statements or retirement orders from a branch of the Armed Forces showing that their retirement was due to a permanent service-connected disability or that they were transferred to the permanent disability retired list (the statement or retirement orders must indicate that the disability is 10% or more).
