The Fraud Section is a national leader in DOJ's fight against sophisticated economic crime and foreign corruption. The Fraud Section focuses on the prosecution of complex corporate, securities, commodities, procurement, cryptocurrency, and other financial fraud cases; foreign bribery offenses; and multi-jurisdictional health care fraud, kickback, and opioid related cases in federal courts around the country, routinely charging and resolving matters of national and international significance and prominence.

Job Description

The Principal Deputy Chief performs in a supervisory capacity in a wide range of functions involving fraud cases, policy matters, and initiatives. The Principal Deputy Chief is responsible for working collaboratively with the Section Chief and other senior Section managers to ensure the Section effectively operates and executes upon its mission.  Specifically, the job entails:

  • Supervising and coordinating sensitive and complicated litigation matters assigned to the Fraud Section; working closely with others in the development of cases for prosecution and management of cases from inception to charging, plea/trial, and sentencing (or declination); and working on policy matters as needed, in coordination with the Section Chief, Deputy Assistant Attorney General, Criminal Division leadership, and Department leadership.
  • Working with other Fraud Section and Criminal Division attorneys to coordinate with the United States Attorney's Offices, and other federal investigative agencies involved with white-collar crime matters, to formulate and implement strategies regarding prosecutions, new initiatives, joint civil and criminal investigations, and related matters.
  • Ensuring that Section attorneys are properly prepared and trained to litigate complex matters, in terms of their substantive knowledge, experience, and strategic and ethical insights.
  • At the Chief's discretion, reviewing the work of attorneys assigned to matters requiring, among other things, grand jury presentation, motion practice, and trial.
  • Ensuring that appropriate technology is utilized in complex investigations and assisting with management of the Section's budget and administrative resources.
  • Supervising indictment reviews when required by the Chain of Review or as directed by the Section Chief, reviewing memoranda recommending prosecution or advising against it, and assisting with supervising decisions regarding corporate and individual guilty pleas, deferred prosecution agreements, non-prosecution agreements, and declinations.
  • Conferring with senior representatives of the Department and other Federal, State, local and international enforcement and regulatory agencies, as well as the private sector, in connection with matters assigned to the Fraud Section.
  • Identifying and analyzing problems; obtaining, maintaining, reporting and using reliable and timely information for decision making; providing solutions to organizational problems; and assisting the Section Chief in reporting on and conferring regarding significant and other matters as required to the Deputy Assistant Attorney General and Criminal Division leadership.
Qualifications

Interested applicants must possess a J.D., or equivalent, degree, be duly licensed and authorized to practice as an attorney under the laws of any State or territory of the United States, or the District of Columbia. Applicants must be an active member of the bar (any jurisdiction) in good standing and have at least 5 years post-J.D. experience. Applicants must also have a high level of management/supervisory experience.

Professional/Technical Qualification Requirements

  1. Extensive knowledge and experience with federal criminal practice, including first-chair federal criminal trial experience, experience in investigating and prosecuting complex federal criminal cases, and experience with white-collar crime and corporate fraud.
  2. Experience in managing and supervising teams of attorneys and their work product.
  3. Extensive working knowledge of the federal regulatory and investigatory agencies, on-going programs, and key national goals, priorities, and initiatives relating to the investigation and prosecution of complex white-collar and corporate fraud.

Executive/Managerial Requirements:

ECQ 1 - LEADING CHANGE. This core qualification encompasses the ability to develop and implement an organizational vision, which integrates key national and program goals, priorities, values, and other factors. Inherent to it is the ability to balance change and continuity--to continually strive to improve customer service and program performance within the basic government framework, to create a work environment that encourages creative thinking, and to maintain focus, intensity and persistence, even under adversity.

ECQ 5 - BUILDING COALITIONS. Salary

$135,468.00 to $203,700.00 - SES pay is determined within the pay range, commensurate with experience and other factors, contingent on DOJ pay-setting rules.
