This position may be filled by reimbursable detail, term appointment, or Special Government Employee (SGE) appointment. An SGE appointment allows for candidates who wish to retain their positions in the private sector to serve on a temporary government appointment, limited to 130 days during any period of 365 consecutive days. All appointments will be for a term of up to 18 months, but have the potential, in accordance with governing policies and regulations, to be extended.

Job Description

The Justice for United States Victims of State Sponsored Terrorism Act, 34 U.S.C. § 20144 (2015) established the United States Victims of State Sponsored Terrorism Fund (the Fund) to compensate certain victims of state sponsored terrorism. The Fund is administered by the Department of Justice’s Criminal Division. The Criminal Division seeks an experienced attorney to serve as Special Master to the Fund. The Special Master will provide leadership to the office charged with administering the Fund.

The Special Master shall:

  • Administer the Fund in accordance with the Justice for United States Victims of State Sponsored Terrorism Act, including determining eligibility and payment amounts.
  • Decide complicated legal and policy issues regarding claims, claims administration, implementation of the statute, and Fund operations.
  • Adjudicate applications, hold any required review hearings, and render decisions in writing.
  • Communicate with claimants and their counsel as well as the claims administrator.
  • Prepare reports to Congress required by the Justice for United States Victims of State Sponsored Terrorism Act.
  • Coordinate with other Department of Justice components and other departments, as necessary, to implement the Justice for United States Victims of State Sponsored Terrorism Act.
Qualifications

Interested applicants must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing. To qualify at the GS-15 grade level, applicants must have four (4) years post J.D. legal experience.

Preferred Qualifications:

Applicants’ qualifications will be further evaluated, based upon the following competencies:
• Served as a special master or equivalent position administering a complex, multiple-claimant compensation fund;
• Managed legal, accounting, IT, and administrative staff for a large victim or claims compensation program;
• Analyzed and developed legal guidance regarding a compensation program, including setting claim and eligibility criteria;
• Experience with claims processes to include: notice and claim forms, website content, and review and decision-making; or
• Developed procedures for and conducted hearings.

TCS Relocation/TDY Expenses:

This position may be eligible for either a temporary change of station (TCS) relocation or EX-TDY. Upon selection, a cost comparison will be conducted to evaluate which option will be offered if the detailee is outside the Washington D.C. area.

If a candidate is offered EX-TDY, transportation, lodging and M&IE will be provided in accordance with government regulations, DOJ policy and the governing Memorandum of Understanding between the detailee and Criminal Division.

If a candidate is offered TCS relocation, relocation expenses will be provided in accordance with government regulations, DOJ policy and the governing Memorandum of Understanding between the detailee and Criminal Division.

Salary

Veterans:  There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Justice considers veterans' preference eligibility as a positive factor in attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., the DD 214, Certificate of Release or Discharge from Active Duty and other supporting documentation) to their submissions.
