About the Office: 

The Office of the General Counsel (OGC) provides legal advice to the entire Federal Bureau Investigation (FBI), including the Director, FBI headquarters officials, and agents in the 56 domestic field offices, on a wide range of substantive legal issues. OGC works closely with other elements of the Department of Justice, other members of the Intelligence Community, including the Office of the Director of National Intelligence (ODNI), Central Intelligence Agency, National Security Agency, and the White House. OGC also assists the FBI in forming partnerships with other federal, state, local and international agencies, as well as private sector entities, in support of FBI operations. The National Security and Cyber Law Branch, which encompasses approximately 100 employees, principally focuses on matters related to FBI’s Counterterrorism, Counterintelligence, and Cyber Divisions and is composed of two sections: a Counterterrorism Law Section, and a Counterintelligence and Cyber Law Section.
The Section Chief for the Counterterrorism Law Section of NSCLB (“SC”) will supervise multiple first-line managers (Unit Chiefs) and will help shape and coordinate the legal advice provided to a variety of national security components of the FBI. This SC will also be expected to engage at senior levels with the Department of Justice and elements of the Intelligence Community on significant national security matters of common interest across the interagency. The ideal candidate will have previous management experience, as well as significant knowledge and experience in the field of national security law and an ability to work with internal and external partners to resolve legal and policy issues in a manner that furthers FBI’s national security mission.

Job Description: 

Provision of legal and/or policy guidance within the field of national security law, to include counterterrorism, counterintelligence, and cyber operational matters, as well as Foreign Intelligence Surveillance Act


·    Experience with litigation involving classified information and/or other national security-related litigation

·    Development of written legal opinions and/or policy related to the field of national security law

·    Involvement in legislative matters, including drafting of legislation, preparing executive management for and participating in congressional engagements

·    Implementing statutes, regulations, executive orders, Attorney General guidelines, and ODNI guidance related to national security law

Qualifications: 

Qualifications & Evaluations

Must possess a J.D. degree, be an active member of any state bar, and have at least 7 years of substantive post-J.D. attorney experience.

Should possess and be able to demonstrate management abilities along with outstanding legal judgment and oral and written communication abilities
