About the Office

The Criminal Division of the U.S. Department of Justice is seeking an experienced federal criminal prosecutor to serve as Deputy Chief in the Human Rights and Special Prosecutions Section (HRSP).

HRSP primarily investigates and prosecutes cases against human rights violators, human smugglers and other international criminals. The work of the office is divided into three primary portfolios. First, within the Human Rights portfolio, HRSP investigates and prosecutes human rights violators for genocide, torture, war crimes, and recruitment or use of child soldiers, and for immigration and naturalization fraud arising out of efforts to hide their involvement in such crimes. Second, within the International Violent Crime portfolio, HRSP prosecutes crimes of violence committed abroad, particularly involving victims or perpetrators who are U.S. government employees, contractors and dependents. Third, within the Immigration Crimes portfolio, HRSP prosecutes members of international human smuggling networks who present national security concerns and/or who endanger the lives of migrants, and multi-jurisdictional immigration fraud-related offenses.

The Section's prosecutions are usually pursued jointly with a United States Attorney's Office and involve complex international investigations. HRSP also is actively engaged in policy and legislative work regarding its diverse portfolios that involves close coordination with other U.S. government agencies and international organizations.

Job Description

HRSP is seeking an experienced federal criminal prosecutor to serve as a Deputy Chief. Working closely with the other managers, the incumbent will supervise litigation of the office and participate in policy work. The incumbent's principal duties will include:

  • Serving as the direct supervisor for some of the Section's litigating Trial Attorneys;
  • Supervising the investigation and prosecution of ongoing cases, involving international violent crime offenses over which the U.S. can assert jurisdiction, such as those committed by people subject to the Military Extraterritorial Jurisdiction Act, or committed within the special maritime and territorial jurisdiction of the U.S.;
  • Coordinating with United States Attorney's Office and federal law enforcement agencies in the development and management of national and international investigations and prosecutions; and
  • Developing policy and legislative proposals related to the Section's jurisdiction, preparing recommendations, reports and memoranda for the Chief, the Assistant Attorney General of the Criminal Division, and other senior officials within the Department.
Qualifications

Required Qualifications:

Interested applicants must possess a J.D., or equivalent, degree, be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing. To qualify at the GS-15 grade level, applicants must have at least five (5) years post J.D. legal experience to include five years federal prosecutorial experience.

Preferred Qualifications:

  • Extensive experience prosecuting major federal cases, including cases that fall within the Section's jurisdiction;
  • Strong coordination skills, particularly with federal law enforcement agencies and other prosecutors;
  • Proven leadership and management skills, including an established record of initiative;
  • Excellent judgment and the ability to handle complex issues;
  • Possess an understanding of, and sensitivity to, the political and cross-cultural nuances inherent in working with foreign governments;
  • Strong interpersonal skills with a particular emphasis on relationship and team building;
  • Skilled working in the inter-agency environment, including ability to manage/lead inter-agency working groups, appreciate the needs of various stakeholders, and facilitate progress;
  • Experience spearheading special projects and/or initiatives; and
  • Excellent oral advocacy, writing, and organizational skills.

Salary
