Supervisory Trial Attorney (Deputy Chief)
The Civil Rights Division of the Department of Justice, created by the enactment of the Civil Rights Act of 1957, works to uphold the civil and constitutional rights of all Americans, particularly some of the most vulnerable members of our society. The Division enforces federal statutes prohibiting discrimination on the basis of race, color, sex (including pregnancy, sexual orientation, and gender identity), disability, religion, familial status, national origin, and citizenship status.
The Policy and Strategy Section supports and coordinates the Division's broad policy work, including developing and analyzing legislative, regulatory, and policy proposals relating to the Division's enforcement authorities; leads and coordinates cross-divisional and high-priority civil rights strategic initiatives within the Department and with other federal agencies; and conducts targeted outreach and public engagement with stakeholders on legal and policy matters. The Section also reports on the policy and enforcement initiatives of the Division by convening roundtables and conferences and preparing ongoing analysis and assessments that are memorialized and disseminated in reports and strategy documents.

The Policy and Strategy Section (POL) is seeking an experienced attorney for the position of Supervisory Trial Attorney (Deputy Chief).The Attorney selected for this position will be senior management advisor and legal policy expert in civil rights law. This attorney will work closely with the Section Chief and other CRT leaders to ensure the smooth operation of POL's policy, strategy, and administrative functions. As a Supervisory Trial Attorney (Deputy Chief), your duties may include:
- Provide direct supervision of staff in the Section at the direction of the Chief;
- Directly handle and manage policy assignments within the jurisdiction of the Section. Matters directly assigned to the incumbent are those in which especially significant, complex, or sensitive legal and policy problems are involved;
- Provide effective legal, tactical, and strategic advice and assistance to other Civil Rights Division staff, as well as outside agencies, on sensitive and high profile policy matters;
- Effectively implement agreed upon strategies to advance policy initiatives;
- Collaborate with the Chief and Section staff to identify policy matters to recommend to Division leadership as candidates for priorities for the Division and POL, and develops and implements strategies to ensure vigorous, effective, and consistent civil rights policy work;
- Prepare legal and policy memoranda and other legal documents required in connection with the disposition of key policy matters;
- Monitors significant developments in civil rights policy and law and disseminates this information to Section and Division staff, as well as Division leadership;
- Keep Chief informed of significant issues and developments sufficiently in advance to allow for an appropriate and well-considered response;
- Serve as consultant to the Chief and represents the Section (or the Division) in meetings with other Civil Rights Division and Department staff, with other federal agencies, with lawmakers and staff as requested, and at meetings and conferences with civil rights stakeholders; and
- Perform numerous administrative, reporting, and other assignments, as tasked by the Chief or leadership in the Division.
Required Qualifications:
Applicants must possess a J.D. from an American Bar Association accredited law school, be an active member of the bar in good standing (any jurisdiction) and must have a minimum of four (4) years post-J.D. work experience. Applicants also must have strong, demonstrated qualifications in the following areas: academic achievement; substantive knowledge and expertise in the laws, rules, and regulations applicable to the work of the section or substantially similar laws, rules, and regulations; written and oral communication skills; the ability to analyze complex issues; skill and experience working collaboratively and productively with others; organizational skills; professional judgment; initiative; and the ability to excel in a fast-paced, demanding environment. In addition, applicants must have outstanding professional references. In addition, applicants must have the ability to motivate and engage employees; the skill to build relationships that create trust, open dialogue, and full transparency; the assertiveness to drive outcomes and overcome adversity; the capacity to create a culture of clear accountability; and the integrity to make decisions based solely on merit.
Preferred Qualifications:
The following demonstrated qualifications are preferred but not required: knowledge of federal legislative, regulatory, and policy-making processes, including experience working in or with Congress or the Executive Branch; experience drafting or analyzing legislative, regulatory, and policy proposals; and knowledge or experience working in two or more areas of the federal civil rights laws enforced by the Division.

There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Justice considers veterans' preference eligibility as a positive factor in attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., the DD 214, Certificate of Release or Discharge from Active Duty and other supporting documentation) to their submissions. Although the "point" system is not used, per se, applicants eligible to claim 10-point preference must submit Standard Form (SF) 15, Application for 10-Point Veteran Preference, and submit the supporting documentation required for the specific type of preference claimed (visit the OPM website, www.opm.gov/forms/pdf_fill/SF15.pdf for a copy of SF 15, which lists the types of 10-point preferences and the required supporting document(s). Applicants should note that SF 15 requires supporting documentation associated with service- connected disabilities or receipt of nonservice-connected disability pensions to be dated 1991 or later except in the case of service members submitting official statements or retirement orders from a branch of the Armed Forces showing that their retirement was due to a permanent service-connected disability or that they were transferred to the permanent disability retired list (the statement or retirement orders must indicate that the disability is 10% or more).
