The court treated defendant's exemptions claims as conceded where "plaintiff d[id] not dispute the defendant's justification for the redactions, instead maintaining that the released records were not responsive to his request." The court further noted that, in any case, defendant's assertions of Exemptions 2 (low), 7(C) and 7(F) were justified.
