Disposition:  Granting defendant's motion to dismiss

  • Litigation Considerations, Mootness and Other Grounds for Dismissal:  The court relates that, in pertinent part, "[plaintiff] seeks . . . declaratory relief stating that OFAC has violated 5 U.S.C. § 552(a).'"  The court finds that "[plaintiff's] request for declaratory relief is . . . moot."  "The Comptroller License is no longer in effect, and thus declaring unlawful [defendant's] failure to publish it would not affect the parties' rights."
