  • Procedural Requirements, Proper FOIA Requests:  The Court of Appeals for the District of Columbia Circuit holds that "[t]he government's summary judgment motion relied on a declaration containing a detailed description of its search for [the requester's] FOIA requests, and stating that there was no indication that it had ever received [the requester's] requests."
