- Litigation Considerations, Jurisdiction: The Court of Appeals for the Ninth Circuit holds that "[d]ismissal of [the requester's] action was proper because the district court lacked jurisdiction over [the requester's] FOIA complaint." The district court previously adopted the Magistrate Judge's recommendation that "the District of Hawaii is not the proper venue for [the requester's] FOIA Complaint[]" because "[the requester] resides in Las Vegas, Nevada[]" and "the records at issue are located in Colorado, New Jersey, and Washington, D.C."
