Louis D. Lappen
Louis D. Lappen is the Acting United States Attorney for the Eastern District of Pennsylvania. As the Acting United States Attorney, Mr. Lappen has three statutory responsibilities: the prosecution of criminal cases brought by the federal government; the prosecution and defense of civil cases in which the United States is a party; and the collection of debts owed the federal government which are administratively uncollectible.
Mr. Lappen leads an office of 130 attorneys, where he has served as an Assistant United States Attorney since 1997, investigating and prosecuting a variety of cases, including white collar crime, corruption, child exploitation, violent crime, and narcotics distribution. He previously held the position of First Assistant U.S. Attorney from 2010 until his appointment as Acting U.S. Attorney, and in that position has supervised the Criminal, Civil, and Administrative divisions of the U.S. Attorney’s Office. As a result of his earlier work on behalf of the office, he received several commendations from federal agencies, community organizations, and legal organizations.
He is a 1988 graduate of Duke Law School and a 1985 graduate of the University of Pennsylvania. Mr. Lappen clerked for the Honorable Franklin S. Van Antwerpen, in the United States District Court for the Eastern District of Pennsylvania, worked as an associate at Schnader, Harrison, Segal, and Lewis, and worked as an Assistant District Attorney in the Philadelphia District Attorney's Office prior to joining the Eastern District of Pennsylvania.
