About the Smart on Crime Initiative

At the direction of the Attorney General in early 2013, the Justice Department launched a comprehensive review of the criminal justice system in order to identify reforms that would ensure federal laws are enforced more fairly and—in an era of reduced budgets—more efficiently.   1. To ensure finite resources are devoted to the most important law enforcement priorities;
  2. To promote fairer enforcement of the laws and alleviate disparate impacts of the criminal justice system
  3.  To ensure just punishments for low-level, nonviolent convictions
  4.  To bolster prevention and reentry efforts to deter crime and reduce recidivism
  5. To strengthen protections for vulnerable populations

Reentry

Overview of Offender Reentry

Returning to the community from prison is a complex transition for most offenders, as well as  their families and communities.  Upon reentering society, former offenders are likely to struggle with substance abuse, lack of adequate education and job skills, limited housing options, and mental health issues.  Successful offender reentry is critical to break the cycle of recidivism and improve public safety of our communities.  

Reentry Programming in the Eastern District of Texas

The USAO aims to be an effective convener and facilitator for successful reentry programing in Southeast Texas and throughout the district.  With our limited resources, we are fostering effective collaboration between relevant government agencies, businesses, and faith-based groups who engage in reentry work.  The Beaumont Division holds more than 12,000 inmates in five local, state, and federal detention facilities, including FCC Beaumont, the second largest BOP facility in the country.  FCC Beaumont houses approximately 5,500 prisoners.

Currently, there are approximately 30 organizations that provide prevention and reentry services in the Beaumont area.  The services vary, but generally include assessment of needs and case management, housing location assistance, job training, job placement and retention assistance, legal assistance, literacy skills development, GED courses, parenting classes, life skills training, access to food and shelter resources, and medical care.

The USAO is a charter member of the Southeast Texas Successful Transition and Reentry (STAR) Coalition that was founded in March 2013 at the Bureau of Prisons in Beaumont.  The STAR Coalition meets quarterly and connects transitional support referral services with centralized resources, making it easier for clients to access resources.  The STAR Coalition identifies research and evidence-based practices, policies, and programs that improve reentry and community safety, and leverages resources across agencies, businesses, and faith-based groups to implement such promising practices, policies, and programs.

With multiple federal, state, and local agencies involved in the fight against violent crime and recidivism, strong relationships and robust information sharing are critical to achieve common goals and to avoid the unnecessary duplication of competing resources and efforts.  To that end, the USAO will continue to use our convening power to lead collaborative efforts to coordinate federal and local enforcement, prevention, and re-entry initiatives for a wider impact.

Methadone maintenance for treatment of Opiate addiction. Texas Treatment Services treats dependence to opiate based prescription drugs (Hydrocodone, Oxycontin, Percodan) as well as addiction to heroin. Along with medication management, patients are assigned a counselor to help with support during treatment. Methadone is not a cure for addiction, and it is used as part of a recovery program that includes counseling, support groups and case management services.

The Right Choice Program

Right Choice offers a maximum of 14.5 hours of combined individual and group activities per week and a minimum of 3.0 hours per week. The degree of intensity is determined individually. Right Choice utilizes a multitude of approaches to include brief intervention, relapse prevention therapy, behavioral therapy, motivational counseling, and includes models from the Texas Christian University/DATOS program as well as others.
