VCAP has determined that, along with those who were killed or injured, anyone who witnessed the shootings occur at the campaign rally in Butler County, and those who heard the shots, may be considered direct victims eligible for certain benefits. Most commonly, expenses include reimbursement for counseling, medication, and transportation. Additional expenses may also be covered.
