Note: Although the numbers for each fiscal year do not add up to the
grand total of 103.720, the figures provide a snapshot of COPS activity at
the end of each fiscal year. Since then, however, there have been withdrawals
made to funds obligated in each fiscal year, as a few grantees end up declining
their COPS grants. As grantees withdraw from COPS programs, the funds are
de-obligated and the number of offices funded is reduced to reflect the withdrawal.
