    Seven Year Drop in Crime

    Citing the FBI Uniform Crime Report as the source of the data, the chart in Figure 1 shows a steady decline in crime, with the Crime Index Totals at near 15,000,000 in 1991 to just above 11,000,000 in mid-1998.

    Major Drug Trafficking Organizations Disrupted

    Citing the Drug Enforcement Administration as the source of the information, the map in Figure 2 shows the geographical representation of Operation Impunity and Operation Millennium. For Operation Impunity, arrows point from Reynosa to Cancun, both in Mexico, and Hermosilio, Mexico, to San Diego, California. Also for Operation Impunity, there are arrows from Reynosa, Mexico to both Chicago, Illinois, and New York City. From New York City, an arrow points to Chicago, Illinois. For Operation Millennium, there are arrows pointing from Colombia to Mexico.

    Note: Although the numbers for each fiscal year do not add up to the grand total of 103.720, the figures provide a snapshot of COPS activity at the end of each fiscal year. Since then, however, there have been withdrawals made to funds obligated in each fiscal year, as a few grantees end up declining their COPS grants. As grantees withdraw from COPS programs, the funds are de-obligated and the number of offices funded is reduced to reflect the withdrawal.
