Victims compensation

First, I understand the bill being debated in congress provides $11 BILLION for victims' families. Assuming there were 5,000 families affected by the 9/11 attacks, this would mean that each surviving family would receive $2,000,000 each. That is an unconscionable raid on the U.S. taxpayer.

Second, if this exhorbitant award is actually made, it should absolutely be reduced by any collateral payments including charitable contributions.
