The two compensation funds -- goverment and charity -- should be kept
separate. The purposes and practices of the two are different. One is
political - the other is heart-oriented. Furthermore, the government
has not shown itself to be fair in other financial distributions to
distressed individuals, organizations and businesses (such as tax
relief). That has been disappointing. In this case, I have more
confidence in private management of donations to victims of the WTC
disaster - howwever they are identified. Please keep Washington separated.
