Comments On Interim Rule
There should not be any cap on an award under this program. A cap would
serve to cause people to shy away from the program and only be a source of
strife. And more importantly it's not fair.
There should be consistency in the application of the rules of the program.
And in those instances where extraordinary circumstsnces are demostrated they
should also be applied in a consistent manner so that decesions are made on
an equitable basis for all families.
People should be given the opportunity to know the award they would be
getting based on discussions with your staff before they opt into the
program.
A minimum guaranteed award should be established that is equitable so
everyone would know what amount they would be guaranteed if all else fails.
I would also like to say I support the efforts of      and I am
a member of the      family victims.
