PANAMA CITY, FLORIDA - A federal criminal complaint has been filed charging fifteen defendants with conspiring to distribute and possess with intent to distribute large amounts of methamphetamine in Jackson County, Florida, announced Pamela C. Marsh, United States Attorney for the Northern District of Florida,

The criminal complaint alleges that, between April 2010, and May 21, 2011, the following defendants conspired to transport pound quantities of methamphetamine, on a weekly basis, from Atlanta, Georgia, for distribution in and around Jackson County:

• Rufino Robelo-Galo, 43, of Greenville, South Carolina
  Lee Parker Bussey, Jr., 59, of Marianna, Florida
  Frank Eben Gullett, Jr., 38, of Marianna, Florida
  Jack Allen Kelly, 45, of Cottondale, Florida
  Cora Rebecca Stone, 29, of Marianna, Florida
  Rowdy Dewayne Gilbert, 37, of Marianna, Florida
  Mary Ann Brewer, 47, of Southport, Florida
  Christopher D. Gullet, 38, of Marianna, Florida
  Bobby Jene Kent, 47, of Marianna, Florida
  Soul Barragon, 21, of Atlanta, Georgia
  Ricardo Heredia Barron, 37, of Atlanta, Georgia
  Nestor Jose Hernandez-Estradea, 26, of Greenville, South Carolina
  Jesus Cadenas-Baez, 35, of Atlanta, Georgia
  Octavio Gonzalez-Flores, 26, of Marianna, Florida, and
  Juan Jose Cadenas-Baez, 34, of Atlanta, Georgia

The affidavit in support of the complaint alleges that Robelo-Galo was the primary methamphetamine supplier for the organization, and that Jesus Cadenas-Baez, worked with him to arrange for drug couriers to transport the drugs. Soul Barragon, Ricardo Heredia Barron, Octavio Gonzalez, and Juan Jose Cadenas-Baez are alleged to have transported the drugs from Atlanta to Jackson County. The affidavit alleges that Robelo-Galo and Nestor Jose Hernandez-Estrada, would take possession of the drugs in Jackson County and transport them to the Marianna residence of Lee Bussey, who is alleged to have headed the operation in Jackson County. The affidavit further alleges that Bobby Jene Kent, Frank Eben Gullett, Jr., Jack Allen Kelly, and Mary Ann Brewer, Cora Rebecca Stone, Rowdy Dewayne Gilbert, and Christopher D. Gullet were involved in the distribution of the drugs in Jackson County.

During the course of the investigation, law enforcement seized over six-and-a-half pounds of methamphetamine and close to $100,000.

All defendants, except Jesus Cadenas-Baez, Soul Barragon, and Ricardo Barron, made their initial appearances in federal court yesterday in Panama City before Magistrate Judge Larry A. Bodiford.
This case was investigated by the Drug Enforcement Administration, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and the Jackson County Sheriff's Office, with assistance from U.S. Immigration and Customs Enforcement and the Florida Department of Law Enforcement. The case is being prosecuted by Assistant United States Attorney Gayle E. Littleton

A criminal complaint is merely a charging document. Every defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.
