Failing To Register As Sex Offender Leads To 30-Month Sentence

A South Carolina man with sex offense convictions and who failed to register in Iowa as a sex offender was sentenced in federal court today to more than two years in prison.

William Junior Rock, age 51, a native of South Carolina, received the prison term after a July 29, 2010, jury verdict finding him guilty of one count of failure to register pursuant to the federal Sex Offender Registration and Notification Act.

Witnesses testified that, in July of 2009, Rock traveled from South Dakota to Sioux City, Iowa. After establishing a residence at a Mission in Sioux City, Rock failed to register as a sex offender in Iowa and failed to update the South Dakota authorities regarding his whereabouts. Rock was required to register as a sex offender because he had two prior convictions for sex offenses. Rock was convicted of 5th Degree Non-consensual Sexual Contact in Anoka County, Minnesota, and Sexual Contact Without Consent with a Person Capable of Consenting in Davison County, South Dakota.

Rock was sentenced in Sioux City by United States District Court Judge Mark W. Bennett. Rock was sentenced to 30 months’ imprisonment. A special assessment of $100 was imposed, and he must serve a 5-year term of supervised release after the prison term. There is no parole in the federal system. Rock is being held in the United States Marshal’s custody until he can be transported to a federal prison..

The case was prosecuted by Assistant United States Attorney Timothy T. Duax and was investigated by the Sioux City Police Department and the United States Marshals Office.
