
Sex Offenders To prison for failing to register

Two sex offenders who failed to register with Iowa authorities were sentenced on December 2, 2010, to federal prison.
Julio Cesar Ramirez, age 31, from Hampton, Iowa, received his prison term after a July 1, 2010, guilty plea to one count of failing to register as a sex offender. Martin Gene Thunder, age 58, from Neopit, Wisconsin, received his prison term after a June 25, 2010, guilty plea to one count of failing to register as a sex offender.
Ramirez lived in Hampton, Iowa, from March 8, 2010, until at least April 21, 2010, and failed to register with the Iowa Sex Offender Registry. He was required to register because he was convicted of Fourth Degree Criminal Sexual Conduct in Blue Earth County, Minnesota, on March 1, 2010.
Thunder moved from the Menominee Reservation in Wisconsin to the Meskwaki Settlement in Iowa from March 7, 2010, through March 24, 2010, and failed to properly update his sex offender registration. Thunder was required to register because he was convicted in federal court in Wisconsin in 1996 of Sexual Abuse of a Minor.
Ramirez and Thunder were sentenced in Cedar Rapids by United States District Court Chief Judge Linda R. Reade. Ramirez was sentenced to 24 months’ imprisonment. A special assessment of $100 was imposed, and he must also serve a 10-year term of supervised release after the prison term. Thunder was sentenced to 33 months’ imprisonment. A special assessment of $100 was imposed, and he must also serve a 10-year term of supervised release after the prison term. There is no parole in the federal system.
Both men are being held in the United States Marshal’s custody until they can be transported to a federal prison.
The case was prosecuted by Assistant United States Attorney Rebecca Goodgame Ebinger and was investigated by the United States Marshal’s Service. This case was investigated as part of Operation Northern Star. In Operation Northern Star, deputies from the United States Marshal’s Service and local law enforcement officers across the 52 counties in the Northern District of Iowa teamed up to verify the registered addresses of 1745 sex offenders living in those counties.
